new set up for sick plants

well I used to use a box but didnt seem to be doing my plants good some how the meter was reading 95 degrees when i woke up , So i made a new set up pics below post

plant seems to be unhappy

ph level : the meter is reading 7 , I just stick the meter in the dirt correct?

humidity : 20% , I believe its reading wrong though I read after i bought my springfield meter that it sucked and never says right humidity because i got a cup of water right next to plant still reads 20%

soil : scotts soil bought at a local homedepot

seed: bag seed

lighting : currenctly have 5 bulbs installed , only 3 on atm , (1)55w , (4) 27w actual wattage . because my plant appeared to be burning

plants 2 leaves are yellowing / blackening spots on them , I was every other day, I have a fan circulating the air

advice appreciated

your humidity probably is off my at max a few percent. and 90 farenheight is too hot, and the ph is a bit high though 7 is nuetral aim for more around the 5.5 - 6.5. The cup of water wont add much humidity by the way, because it takes heat to evaporate the water into the air, cfl's dont give off much heat, so evaporation is slow.
 
That cup of water evaporates pretty quickly .. for some reason i feel like these cfl bulbs give off heat , look at my plants do they look burnt or ?

The tops look scorched... you need to keep that heat down below 80, and get the ventilation going real good in a small grow area like that.
