You need 300 watts from wall for flowering in a 3x3, that should be your target.
In my opinion the cheapest worthy LED for this is a MarsHydro TSW2000, however it's a little more than $200.

The Vivosun 315 cmh can be had for $150 with a 10% off discount code (you get for giving them your email.). It was the cheapest cmh all in one I could find a few months ago.

Off the top of my head I can’t remember What brand of CMH fixture I have I’ll have to look later.
I think a dimmable 315 would be the bees knees for you,150 or 265w for veg and put it to 315 for flower
