Plant after the Last freeze, remember that 420 is a great time to start in most US....
I watered mine every other 2 days(water mon, no water tues, no water wedn,water thurs....) ANd they were fine but as long as you dont super overwater, especially tender seedlings, the plant can use just about all the water you give it.
