Neon Light, Can It Be Useful?

I always use CFLs and Gro-Lamps but I'm curious. I know that weed loves the blue light spectrum as well as red. I happen to have a Neon BLUE light fixed into a clock. I wanted to know if this could be placed close to plants and do anything. Or, will this Neon fixture do nothing, note that it's pretty bright, illuminates my entire bedroom.

I don't think the light ever dies, I've had it for years at a point in time it was on straight for around 2 years. Still works like new!
