would a 250 watt halogen light be ok to grow with?

halogens from my limited experience and research will heat the plants and burn them more than grow them. I would consult more with a more experienced grower to confirm

Too much heat off halo's to corraborate the info already posted above. Also Halogens tend to draw a lot of electricity and not as cost effective for you.
