Need help with whether or not to use fish emulsion

I have a 16 day old plant that is in soil and it's definitely doing good but I know that it's not getting enough light due to my budget. I am currently using 3×40w fluorescent t12 U-shaped bulbs and it's in my old phototron and I have that in a spare bathroom. Please help me figure out what is the best way to get a little help for my plant

Fish Emulsion has a very low PH. I guess they keep it acidic for shelf life. So if you want to try it. Don't mind the putrid smell. Make sure to watch the PH of the soil.

Look up "400watt grow light". Such brands as iPower have them for about $100. Check on Amazon.
