these plants are about 3 weeks old

i'm not an expert but they look way stretched. Is the light close enough? Also, get an ocalating fan to thicken the stems. and that doesn't even look like weed to me...the fan leaves aren't serrated?

LAck of Light all round. Save the fan.. give your stems a bend here and there.. gently but firmly.. light and movement will stimulate and bush them out well... I have found fans work slightly.. they will thicken if you give them a bend. the thickening will cause new nodes to be closer together which will increase your yeild. But you need the light to be real strong or close.

how old are the outdoor ones? your indoor ones look like they need alot more light so id suggest either putting the light closer or get a more powerful light
 
How much sunlight are the outdoor plants getting each day? I've been told 6 hours is what they need, anything beyond that is "gravy". If they're outside then nature's fan should do them just fine, you're not trying to grow trees. The indoor plants do appear stretched to me. Otherwise, they look like what they are.
 
Honest assessment: stretchy and very tiny for three weeks old.
Recommendations:

better and more abundant lighting closer to the plants w/o burning
ventilation
and what kind of soil is that? it looks like clay or something - if that is the case then better soil also.
