Can you explain a bit more how your hydro set up works, is it top feed dripper or a combination of that and say sprayers, deep water culture? etc

it is a top drip emitter system that waters the plants once a day. each day i put a pound of dry ice (carbon dioxide) in my grow area which is 60 cubic ft.

Bring your lights right down to the tops of your plants since they are CFLs. It may just be a case of over watering, over nutrient. When you say water once a day, how long are you watering for?

I wouldn't suggest bringing them down RIGHT on top of your plants. Put at least 1-2 inches between the tops of your plants and your lights. I'm regrettably not familiar enough with hydro setups to help with the drooping problem but my guess would be a lack of oxygen through the roots.
