My Plant Will Not Grow Anymore!!!!! Help Please

I Need Help, One Of My Seedling Has Grown Its First Set Of Circular Leaves And Has Grown 1/2 Of Its First Set Of Fan Leaves, The Two Leaves Are Really Small Are Yellowing At The Tips Are Curling Up, Looking Likey Might Die, Theres No Other Shoot Growing Out The Middle, But The Plant Looks Green And Helathy, But Its Been In The State For Two Weeks, And It Does Not Seem To Be Growing Any, But Its Living, What Can I Do To Make It Start Growing New Leaves And Better? Help Please!!

I have a double sided lamp with a glass reflector running to spot grow 65 watt grow bulbs, my circualtion systme consistsw of one humidifier with the fam running only, i use miracle grow mixed with fresh cold water. i closet grow with 24-7 lighting. i air out growing room 4 times a day n sit plants on window sill sometimes or take outside, can i cut leaves of n them grow back?
