My plant only has 3 leafs at the most

I'm cultivating 6 super skunk clones, i vegged them for 3 weeks and there now on there first week of flowering, they are about 2foot tall, which i think is about 24 inches!

anyway 2 of my plants have only got 3 leafs all over it, this is including the fan leafs, some leafs which are growing only has one bit of leaf. (Hope that made sense)

Why would this be, is it because they are clones, will this make any difference to the bud? The other noticable difference is that the leafs are much darker compared to my normal looking plants!

I am new to this site and this is my first grow so as much advice as possible would be appreciated!

2ft is 24 inches. It's probably because you only did 3 weeks of veg. That plant is not mature at all, but you can make it mature through flowering. You should be straight, it'll get it's fives or sevens during flowering. But it's a tiny plant, your not gonna get much yield. Why did you chose to do it for such a short time? I'm just wondering.

Main reason was due to the cost of electric, My electric meter does not appreciate running a 600W HPS 18 hours a day with a filter & fan. LOL
They also had pistils on them by the 2ND week of veg which i read is a sign of maturity? I will try and post some pictures in the next few days.

That makes sense. You could get florescents though, they run on way less electricity and still give good watts. I know hps is best for flowers though, just talking cost efficiency and I'm not sure how hps compares.
Your probably seeing the branches coming out actually. The first leaves that come out are fan leaves. Then in between the fan leaves and the stem two leaves come out that look like a pistil at first, but grow into the branches of the plant. the pistil will show up on the stem in between the two nodes, not in between the node and the stem. Like I'm pretty sure that's what your seeing. not positive though. If it is the pistil, that is a sign of maturity though, But that usually shows up like week 5ish.
