My New Plants

Ok, so i have 2 new young plants, both about 1 foot tall, growing under 2 42 watt CFLs, they have a fan on them 24/7, lights on 12/12, along with a 4 foot mother plant about 2 weeks into flowering which i also got 3 clones from, they are in containers of water, under 24/7 light with a 20w hps bulb.
what im wondering is, how long until i should put the clones into soil, and what bulb is recomended best for flowering?
