I just wanted to know if this is all i can do to help the cutting root as planed

1.mix clonex rooting hormone in water
2keep the clone humidity up for the leaves

You got it!
I love clonex, it will root a popsicle stick.

Keep temps in the area moderate 78 degree or so. no light for the first 24 hours.
Mist the inside of the dome and pan. Keep that damp.
Little light at first, remove dome for a minute daily for air, replace. Then remove completely and watch them. check in couple hours and if they are still up your good to go. if not dome them a couple days

so shud i leave tha 18w 2700k bulb on an turn the 26w 6500k daylight 1 off

aight i got a 10w full spectrum aquirium bulb should i put that 1 on

Couldn't hurt. doubt it will help either.
With all four cfl lights on doesn't it get pretty hot in there?

no i only have 1 0r 2 lights on i thot i wasnt supposed 2 have all the lights on yet its only been bout 4 days

I thought you might have tested it with all the lights on, thats all.
That may not be a bad idea, then if you need to you will have time to get the fans you will need.

so far i have 2 pc fans in there i get quite hot like round the 90's thats with 1 fan so ima see how the 2 fans work

Well, once they get established root system they will need a bigger space then that anyway. The only way a plant can survive that space is to bonsai. You can keep a bonsai mother in there but anything worth budding would need more space.
