my mother plant needs answers

ok so i started growing some blackjack that i got from nirvana. after i germinated the seed ive been keeping her under 18-6 on my 250w mh. i also have 3 other plants that are from crap weed and im just using them as a test subjects since this is my first grow. its been about 5 weeks and now i moved the blackjack away from the others, i put her in my closet under two 100w cfl 5000k at 18-6 and now shes starting to show pistils. my question is why is this happening? is it the cfls?

It might be preflowers. If your plant is pretty young. About 5-10 sets of leaves it will mostly show a single female flower on each place where two leaves come out from main stem (can't remember what it's called - but the joints where new tips will start coming out.
If this is not preflowers they flowering can be caused by stress. Bottom photo in this article shows you a couple of female preflowers: Male and Female marijuana plants

thanks for the help guys im pretty sure ur both right. another question, if one of my plants fan leaves are really really big and the lower branches are being cut off from the light. is it ok to clip some of the fan leaves?

Don't take off fan leaves unless you need more airflow. Think about fan leaves as solar panels. You wouldn't remove solar panels from your roof because they shade.
