My grow needs help!!!!

I have started my first grow after months on planning and I think I have fudged up, my plants look terrible after a week. Is there anything I can do to save them? Any advise would help greatly.
 
I'm having a issue posting pics. They are way to small and one seems to have just died on me. I'll post pics soon.

I took the pic right when the dark period started. It's warm in the room but if could be warmer. They seem to be thin and unhealthy.

Give as many details as you can. Type of light and how close to the plants, temperature, amount of water, weed strain, etc. I've never started seedlings in anything but soil, so I don't know what to expect from that type of media, but I've never had sprouts that stretch so far without seeing cotyledons (the first pair of leaves).
 
The temp is around 2 ft above it's a 400 watt HPs. The temp is around 70-75. I'm not sure of humidity my meter broke. The cotyledons are showing on 2 of them but not the other 2.

The strain is c99 and I water then with distilled water with no nutes. It's been a week so far.

Not this is your problem but the first week you can easily get by with a couple 23w cfl's. 400 W is overkill.
