My friend needs his Card. Can yOu Help me?

I live in the east bay of the San Francisco Bay Area in California (closer to the carquinez bridge than to richmond), my friend needs to get his card but we are unsure of the cheapest location near us, he is trying to spend no more than 80$ for his card, Lastly is it possible to get a card in just a couple hours???

i live in sd so not sure about up north but it only cost me 45 bucks to get my card and i was in and out in about 20mins

ya medicann er sumtin in dowtown oakland is where we ended up going, $125 tho :/
