My 2 Seedlings, stunted?

Hey guys! i got a couple pics of my ww x bb and delicious cotton candy they are about 3 weeks old now and look to me very stunted for there age.
Id appreciate any feedback i could get or any tips to help improve on what im growing.

How much light are they getting during the day? My outside seedlings are growing at the same rate with about 10-11 hours of strong sunlight a day.
 
There getting probably 9 hrs mate? oh ok what you growing? im glad im not only one on this grow rate we've had alot of rain so i dunno if has somethin do with it.

I'm fairly certain it's just the short period of light our plants are getting, man. At the moment I've got Northern Lights, Afghan and Big Bud going. 6 Afghans outside and 4 BB / 4 NL / 2 Afghans inside under lights. The plants indoors are 2 - 3x the size of the Afghans outside, so I wouldn't be worried. Hopefully they'll catch up over the next month or so as the sunlight during the day gets more intense ( I'm assuming you'e Australian since you said "mate" ). :)
