its supposed to hit the bottom fast where else would the roots go, if you have holes in the bottom of the cup and the roots arent coming through your fine, you can also transplant anytime as well as its ready. I keep mine in the cup just to hold back the growth a bit until I Have room. Sounds like you can transplant now or keep it growing it wont hurt to keep it in the cup couple more weeks if the roots havnt found their way through your drainage holes yet, even after is ok but it may be hard to remove from the cup once the roots go through the drainage holes without damaging them. I normally start my seedlings in half filled cups and once they root I either put in bigger pot or transplant into another cup filled all the way this time for clones for seedlings I bury the stem up to foliage to allow it to start over thick

My soil mix has a lot of peat and I notice with the cups I have to keep and eye and water pretty much daily sometimes so the peat does not totally dry out

Well I Baked this soil at 200 degrees for an hour, then I strained out the chunks, then I LaMachined the chunks, then I added perlite to the strained batch and used that to start the germinated sprouts. they look great.
