what is the best way to keep a mother plant????????

How do you mean? Lighting wise flouro's (either cfl or tube) are fine for her....with 18 hours on and 6 hours off.

whichever you prefer. I'd say soil though...just because maintaining it would be easier.

As far as better, soil or water is a matter of choice and what's better for you. If you're flowering in soil, I'd just stick with what you know and not bother setting up a hydro for a mother, it's probably easier to keep her in a 5gal bucket of soil.
