Min veg light time

Hello im looking to plant my seeds soon but I dont know if the lighting time is long enough yet. Currently sun rise is 7:12 am and sets at 7:36. Is it ok to plant now or will the plants go directly to flowering?

Plants will go directly into flowering = smal yield. I would just buy a couple 26 watt 6500k daylight cfls.... Run 18/6
