those are just ballast kits. you would need a reflector, and a bulb, as well as a socket cord for the bulb and a power cable for the ballast. not to mention that you would also need to wire the ballast yourself, and have something safe to mount it on. after all that, your really not saving much money at all, and the quality will be lower then something pre-assembled. try craigslist or ebay for good priced lights.
