You can use pool noodles for the collars. You just cut them down to a disc and cut a small chunk out to fit the size you need and put the cut out chunk in the middle to fill the hole and hold the cutting. I have done this for other types of plants in the past and it worked great

Yeah soil works well. I've always used that or plugs. I've never managed to get roots by putting a cut in a glass of water. I've tried but nothing positive has ever happened.
What type of lighting are you putting the cuttings under? Did you use a dome?
I have a high success rate near 100% cloning MJ and a variety of other plants sitting in a kitchen window in glasses of water with indirect sunlight, no dome just an occasional mist.
Edit: Tap or an ro tap mix works for me. RO alone in a glass won't work very well.
