  • TTAWA — A Senate committee says Ottawa should put off legalizing marijuana for a year until Canada and First Nations can negotiate tax sharing, produce culturally appropriate education materials and ensure First Nations are able to regulate for themselves whether they want pot to be legal in their communities or not.

    The Senate Aboriginal Peoples committee released a report Tuesday after studying the impact the government’s legalizing pot bill could have on Indigenous communities.

    While Ottawa plans to make pot legal sometime this summer, the committee says Indigenous communities need more time.

    It cited as its main concerns “an alarming lack of consultation” with Indigenous communities in developing the bill, evidence there are no culturally appropriate educational materials ready to ensure Indigenous peoples understand the new law, or appropriate addictions and mental health programming available.

    You might be interested inThe committee also said it didn’t agree with Justice Department officials who argued the Criminal Code, Controlled Drugs and Substances Act and the Cannabis Act will override any bylaws passed by individual First Nations that would bar or otherwise restrict the use and sale of marijuana on reserves. First Nations have the right to enact bylaws and many already do regarding alcohol sales to the point some reserves bar the presence of alcohol entirely. However, justice officials argued bylaws on pot wouldn’t stand up in court against federal legalization laws.

    The committee was also concerned with a lack of clarity around taxation of cannabis on reserves. First Nations deserve an economic share of pot taxes said the committee and it is one of several things the committee says Ottawa has to put in place before pot becomes legal.

    This committee is the latest voice calling for Ottawa to delay its marijuana legalization plan, with everyone from premiers to police asking for more time to prepare. Earlier this week the Canadian Real Estate Association told the Senate social affairs committee it wanted to put the brakes on allowing people to grow pot at home until the government can better regulate it to prevent property damage and higher risks of crime and fires.

    The cannabis bill would allow individuals to grow up to four pot plants at home as long as they are below a certain height, but association CEO Michael Bourque says there are too many risks from home grow-ops that haven’t been addressed yet.

Just little Andy Scheer using the senate as a political tool. Fitting, cause I think all politicians are tools. I think we should turn this around on them. Are they implying FN aren't as intelligent or capable of handling legal weed as white people? Sure sounds like racism to me. Time to end the gravy train for these unelected racist enemies of democracy.
While it might be constitutionally difficult to abolish the senate, what's stopping Ottawa from deeming a senator a 'volunteer' with a modest 'stipend'. Cut them back to 30K/yr, take away the perks and see how many continue to "serve" their country. It's a part-time job at best anyway and accomplishes absolutely fuckall for taxpayers.

Two Senate committees have reported on the bill, and both suggest senators will push for major changes. The legal affairs committee says home cultivation of cannabis should be banned and there be a limit to how much of the plant someone can have in their home. (The bill allows for a household to grow four plants, and doesn’t limit the amount of product they have on hand.) The aboriginal peoples committee says the bill should be delayed a year to give First Nations more time to figure out how to manage marijuana in their communities. (The government is hoping the bill passes and marijuana is legal in a few months.)


The Senate is set to hold a vote on the bill on June 7. If senators make major amendments, the legislation is kicked back to the House, where MPs can decide to accept or reject the amendments – and kick it back to the Senate,



a ping-pong game that could continue indefinitely.

The bill does state a proposed 30 gram limit. Not sure where you read no limit.

OTTAWA — Prime Minister Justin Trudeau left the door open Wednesday to a possible delay in enacting his government’s cannabis legalization bill — a move recommended by a Senate committee concerned with Indigenous issues.

In a report issued Tuesday, the Senate aboriginal peoples committee called on the government to put off legalizing marijuana for up to a year so broader consultations on the matter could take place with Indigenous communities.

The report said the government’s “atrocious” lack of proper consultation on its cannabis bill undermines its claims to be trying to have a new and better relationship with Indigenous peoples.

When asked whether he’d be willing to delay implementing Bill C-45, Trudeau didn’t answer directly, but indicated the Liberals will forge ahead with their plan to legalize marijuana for recreational use.

“We’ll continue to consult a broad range of Canadians,” Trudeau said as he entered a meeting of his caucus.

“And as our parliamentary secretary Bill Blair says regularly, legalization is not an event, it’s a process,” he added.

“And that process will continue.”

That’s possession limit of 30g, there is no storage limit.
That makes no sense. The possession limit is your storage limit. Like when you get pulled over and cops find weed in your car but not on you but they charge you with possession. Your house is the same.

Not in Canada the storage at your house is unlimited rec has 30g carry and medical have 150 g carry

I'm going to remain skeptical about these wild west limits. Albeit @GrowRock , @TheRealDman You were right, thanks for the clarification. Until I see laws passed and provinces unveil their conditions. I would love for their to be no limit but I have much less faith in our government than y'all give them credit for to keep these promises.

Nothing to be skeptical about, those numbers are factually correct. The senate is suggesting to remove the unlimited storage limits.

On the topic of the OP. CBC has and article on the matter with this quote:


"In addition, they recommended that 20 per cent of production licences for cannabis should be awarded to companies operating on land that is owned by Indigenous governments.". Pfft good luck with that. Based on what merits involving legalization exactly?
