The small ones are less efficient therfore more energy is wasted and turned to heat.The newer large ones like the rosebud are not nearly as hot as the old large ones because they are more efficient and the larger air gaps between the tubes dissipate heat far better. Check out the pic.

yea they stay pretty cool especially the kind with the ballast not attached to the bulb bulb gets warm but barely radiates heat far plants can almost hug them
mine are those tight ubend ones
