from those pics, I can't tell yet. those things that look like hairs are just spurs. I can't see any balls or hairs in those pics.

maybe you got better eyes than me but I don't see any hairs at all. I see a lot of new growth coming out but I don't see hair or balls. how old is that plant by the way OP?

The bigger ones are more likely to be male if started at the same time.
However, males usually show sex first.
It's a nature thing so that the male pollen drops onto the female flowers.
Yours would appear to be a paradox but remember all these rules are very loose and different phenos can show very different plants.
