Well it's going to depend on the bulb voltage. Some bulbs are rated for 400 volts and they need specific digital ballasts like the Phantom DE.
Hard Core makes a magnetic ballast just for DE bulbs.
Will any magnetic ballast run a DE lamp? I don't know for sure but I suspect that if the bulbs aren't of the 400 volt variety there is a pretty good chance they would work. Lets see what others have to say, I am sure someone has tried it.

I looked around a bit for that Hard Core ballast, and it seems to be discontinued. I've heard other people say it should work, but I haven't heard of anyone actually doing it.
