Lowryder 2 Looking Not Very Promising After 3 Weeks

I started these two out about 3 weeks ago from seed on the windowsill before moving to cfl- they grew fast (up the way) to start off with but now I'm worried at their lack of leaves. Does this look normal or should I be doing something different? Also, is the light too close? It's between 1-2 cm from the plant. This is my first time and I'm trying to keep things as simple as possible.

They're prolly ok. I usually bury seedlings almost all the way up to the rounded leaves.
Don't know if that's right, but seems to be working so far. Also, I think you're light is a
little close. Should be about 5-7.5 cm away.
