I would use as many watts as you can. And leave the lights on 18hrs and let them do their thing.

Grow for 3-4 weeks with the MH @ 18-24 hours a day then switch to HPS & MH @ 10-12 hours a day. Should be ready in 90 days from start give or take a week depending on strain.
P.S. your lights should be the other way around 250W MH & 400W HPS. If this were the case you would only use 1 light per stage.
