Naw. Sunlight is best, but you need 16 hours of it to veg and 12 of it to flower. Days are too short in winter......

i installed this system in a washroom many years back its ok if you have no windows its basicly a sky light for people that cant put a sky light.

bright enough to grow like in a 7x7 shed if i painted it white inside? in spring and summer of course.

You would have to cover your roof with as many of those as would fit, and find a version with non UV blocking glass.

They only collect light from a square foot or so of area, so each one would give less intensity than a sq ft of outdoor sun not counting the losses in the tube and it's glass.
