Little Tiny White Jumpy Bugs

One of my 4 seedlings has been invested with Tiny White Bugs that like to jump. I have looked closely and didn't see any pinchers like ear-wigs have. Very small like fleas or lice. They look like shooting stars against the black background of my nursery pot as they bounce around. Lots of them!

What are they?
Are these buggers friend or foe?

I say very possibly mites.
