Little help plz

Had my babies in plastic cups under 250w cfl for about a week now, in seedling soil. They started slow but eventually picked up stream. Haven't seen much growth in the last 24 hrs though. Should I get ready to transplant? Will have pics soon
 
It's too soon..... Here is what is going on... the plant established just enough leaf material to photosynthesize and produce energy for building roots, where it is now focusing it's energy. When I start seeds in solo cups with starter mix, I wait about a solid 14 days after the first true leaves show up, not the cotyledons you see when the seed sprouts. I would wait about a week, and then, when the soil mix is slightly damp, gently lift the plant and root ball out of the cup and see if the roots have started to circle the bottom of the cup. When they do that, it's time to pot up. :)
 
I like to wait until the pot is almost root bound before i transplant them (roots almost all over when pulled out). Then you know it has used all the soil space it can. it gives me a solid core of roots and they just take off when they hit the new soil.
