CFL's to get them started, then SUN. Unfortunately, this only works during the growing season.
If you can afford the expensive HID stuff and all the extra machinery you need to make the grow work properly than awesome, go ahead and splurge. The upside is being able to control the climate as well as being able to grow at any time despite being in the right season or not.

I'd like to start my plants early, before it is safe for them to be outdoors because frost is still present (living in Nor Cal). That way, they can veg for months longer than normal in order to be larger than usual for flowering. This way, I get nice BIG plants with nice BIG buds by the end of it all

You can find some hps or mh lights at home depot.I know they have a 70 watt hps for under 50 dollars.

Try getting a complete system it will be cheaper than buying it separate.
