Lighting: 200W -> 400W -> 600W

Consider three rooms, where a plant will spend equal time in each room:

Room 1: Vegging Room
Room 2: Pre Flowering Room
Room 3: Flowering Room

The time spent in each room will be that of the flowering time (8-16 weeks) divided by 2 (4-8 weeks). Also, assume that cuttings for clones were made 2 weeks prior to clones entering the vegging room

Examples:

Minimum: An 8 week strain would spend 2 weeks in cloning, 4 weeks in Vegging, 4 Weeks in Pre Flowering, and 4 weeks in Flowering.

Average: A 12 week strain would spend 2 weeks in cloning, 6 weeks in Vegging, 6 Weeks in Pre Flowering, and 6 weeks in Flowering.

Maximum: A 16 week strain would spend 2 wees in cloning, 8 weeks in Vegging, 8 weeks in Pre Flowering, and 8 weeks in Flowering.

The question is, in a 6-plant scenario, are the following lights adequate for the worst case scenario (16 week strain, with 8 weeks vegging)?

Vegging Room: 200W Vegging CFL
Pre Flowering Room: 400 Watt HPS
Flowering Room: 600 Watt HPS.

(a 12-week strain would spend 6 weeks under a 200W CFL, 6 weeks under a 400W HPS, and the final six weeks under a 600W HPS.)

Using this model, will the 200W, 400W, and 600W rooms be able to support (in terms of light) six plants of any 8-16 week strain?

why do u need a pre flower room?
1clone
1 veg
1 flower simple
clone room 175w mh at most whatever cloning method u like
veg 180w led or 400 mh 4x4 flood tabel
flower 600w hps easy as pie 4x4 flood here 2

Yup, probably right about the thinking too hard comment.

Making things more simple: Is a 600W HPS "enough" for flowering six plants that were vegged for 6-8 weeks? And, if you did use a preflower room (1st half), what wattage would you use for these six plants?
