For that light as a rule of thumb I'd take its actual wattage from the wall and consider it 5% less efficient than HID. I've vegged with blue only just fine before. So read the plants. If they're stretching then lighting isn't enough and of the nodes are all compact and close then you're good.

I ran 3 of these lights,they were dirt genius but made by the same people.I liked them better than the mars I had.I never got much stretch with purple lighting,that's why I run cobs now.

they veg way better an an150 hid..flowering..either get a really really good cob light or go hid
