light questions

k so lights are expensive so here are my questions

are ballasts interchangable? can i rewire the balast from my floro for other lights if i "find" fixtures?

also those big box shaped floodlights that some stores use to make it look like daytime outside even when its night, what makes them so bright? are there any kind of high output lights that are bad?

Floro ballasts can only be use with floro lights of the same size watts.You have a ballast that will run two light tubes thats all it will run of the same watts.Peace
