Lewis county moratorium on community gardens?

So Lewis county has placed a moratorium on community Gardens. I have read the law but I am still unclear on the actually application of the law. Is being a primary care provider for more than one person a "community Garden"?.
If my wife and I grow our plants together is that a "Community Garden"? It is in fact nothing to do with the Community it is simply a private endeavor involving a limited number of people. What actually qualify's as a community?
It is very disconcerting to make a point to obey every law only to find some new law has been passed to circumvent the law abiding persons.
Can anyone say for sure what would qualify as a community Garden vs a person growing for a friend or family member? As well as ones self?
 
A designated provider growing for a patient is NOT a community garden. Although, it is not legal to have more than one patient per provider.

Two or more patients/providers growing at the same location IS a community garden.

Personally, I wouldn't worry too much about it. Grow your 45 and stay smart. If that's your real pic in your avatar that's an example of not being smart. Good luck.
