LED Lighting Question

I'm new to growing, and new to this site also. I live in China, and am interested in setting up a grow room both for personal use and commercial sales. The room I plan on using is approximately 12x9. I have never used LED's before but I think this is the best route for me to take, as running enough HPS bulbs in the area would really be obvious in electrical consumption. LED's seem to be a good way to get the required amount of light, but at a fraction of electrical usage. As I said, I am currently living in China, and as is very widely known, there are a ton of companies here that produce and sell LED panels, so many in fact that I cannot make out which one is more likely to offer a better product, as I really cannot understand the specifications they provide. So I guess I have several questions:

1) How many LED panels will be required to light this room? - I will likely only use approximately 10x8 to allow for either a large tent or enclosed structure.
2) How many watts will be required from each panel?
3) This is possibly the most important, and I am hoping someone will be willing to spend a little time to accommodate me. There is a website: www.alibaba.com at the top of the page they offer a search function. You can input the specifications you feel i will require, ie 600watt 3 watt LED panel, or something of that equivalent, and it will produce a large list of companies, all located in China with these products for sale.

Can someone make some sense of these specifications, and point me in the direction that they feel I am getting the best light output for each unit purchased? I would really appreciate anyone who is able to help me.

This will be my first grow, other than some outdoor planting, so any information is definitely appreciated. As always, keeping costs relatively low is a bonus, but more specifically keeping power consumptions low is a high priority for me. Thanks in advance, I look forward to any and all responses.
 
I haven't seen any info or grow journals where anyone used ALL LED's for vegetative and flowering. my suggestion would be to look at 150, 250 and 400 watt hps or mh fixtures, that way you have something thats already proven to work , maybe with cfls or 4 ft fluoresents to supplement here and there. I use a 400 watt hps/mh with a dimmer 50/75/100 percent. I am not exactly sure how much power it consumes per hour but its worked for a year, for veg and flowering. My sun system 150 was my first hps and it worked fine for about a year before it started to turn off randomly. you want something low power but something thats proven to work right probably.
 
Thanks for the reply hydro, I should mention another reason I am leaning more towards LED is because of the efficiency and long life they offer. I will eventually be returning to my home in Canada, and it would be nice if I could just go back with my LED panels. I have considered purchasing a complete set up such as this one (http://www.growell.co.uk/titan2-budbox-tent.html) but it carries a pretty hefty price tag, and I will also need to have an electrician run a new 30?amp breaker to the grow room.....so many things to consider! But as I said, if possible, I would like to stick with LED's
