First, you need to seperate them before their roots get tangled(if they aren't already).
Transplant them into a medium/soil with NO nutrients. You'll add these seperately yourself, and someone who grows in soil will have to help you with this part, I grow in coco/hydro.

Then you need your cfl lights 3"-10" above your plants. As close as you can get them without burning.

Buy a cheap thermometer/hydrometer. You can get these at any big box store.
Make sure you temps don't go above 85degrees. Your relative humidity(what the hydrometer measures) should be 50-80% in veg and 20%-50% for flower.

You need a fan to circulate air, and if they plants are in a small closed area(like in a cabinet/closet/tent) you need air exchange. If your able to leave a door open, then a regular house fan would work to bring fresh air in and circulate the air. If you can't leave the door open then you need an extraction/exhaust fan sucking hot air out of your grow area, and you need some form of an intake to bring fresh air in. A passive intake is just an opening low in your area that fresh air will be sucked in through. It's important that it's low because your extraction fan will be placed up high. This will pull the hot air out while drawing cool air up and in through the bottom of your area, effectively cooling your space and giving your plants a constant supply of fresh air.

That's the basics. Light, temps, humidity, air exchange/circulation. If you have these things in check then you should be off to a good start. They look a little small for being a month old.

I would also suggest getting yourself a PH pen or a PH test kit along with a TDS meter. These are tools any good gardener has. These are tools I need almost everyday-if the PH of your water is off your plants won't be able to take up certain nutrients leading to lock out and other difficulties.

Give us some more details about what you've beend doing...

What kind of soil are they in?
How often do you water?
Are you testing the ph of your water?

Ok I'm using all purpose potting soil I water them every other day and I'm from ohio so the weather is a bit chilly but I can crack my balcony door open I don't know what a ph is sorry I really appreciate you taking the time out to help me can you give more details of the items I need I have plenty of seeds so I don't mind starting over but these are my first plants I would love to try and save them if I can
