Leaves will begin to droop. Try lifting the pot to test the weight when dry/wet. Then you will know when to water.

Let's say hypothetically my plants
Get to the point where the leaves droop from under watering/thirsty. If I water at this point will my plants have any permanent ill effects ?

Should be fine, unless your plant is dried up like toast the leaves feel like sand paper and your dirt is so dry that you can mix it around.
You should be aye ok.
Trust me you will be able to notice when your plants are at the point of no return. The roots will have dried up like a 150 year old man.

They will perk right up after watering. I don't think there is permanent effects. They go without water in nature. Just be more aware when flowering.

An under watered cannabis plant will have leaves that are brittle, limp, and lifeless. The leaves will seem to be drooping but won't appear as rounded and full as an over watered cannabis plant.
