Organic feed can be liquid based, there’s organic supplements like the fish based liquid supplements...

If you mean “just add water” type amended soil, than you shouldn’t unless you need a supplement or something due to a deficiency... if you see a deficiency a top dress isn’t gonna get into the plant all that fast.... a compost tea would... but it also depends on where your plant is in the life cycle... 3 weeks into flowering you don’t want any deficiencies for very long so a liquid soup type nutrient might be a better option but if your just at a random point in veg you should probably transplant or topdress as that means the plant is probably running out of gas as far as food... but it won’t be as detrimental to your harvest being in veg and correcting it as it would if you were in flowering... keep em green n happy till about 2 weeks before flower n you’ll be rewarded... towards the end of bloom it’s better if they’re running out...
