Just got this Fan Controller but having an issue. N E 1 use this? tips apprecieated!

So my issue is, I set the day temp to 76 with the left degree swing to 3degrees, and the right switch on min. Plug it in let it chill for a bit, the starting temp i had in there was about 75. And if im reading this thing right, i have it set to 76, so at 79 it should kick on full speed and drop the temp. But I go in the room half hour later and it just sitting at 84 degrees and the fan is just running at a minimum. I unplugged it. So my fan is now, again, pulling at full strength all the time. Hoping someone uses this and its just something easy im not doing right. Thanks dudes!!!
