My friend that's helping me with growIng told me this but I dnt have a clue what this means any one have an idea ?????

They may sound the same, but they are different things.

Phytotoxicity is a toxic effect by a compound on plant growth. Such damage may be caused by a wide variety of compounds, including trace metals, salinity, pesticides, phytotoxins or allelochemicals.

Sounds like he's mixing up the meanings of "phyto-" and photo-"...
TF problem is he helping you with?
Well basically , I wanted to know if I could foliar spray my girls , after I watered them like 12hrs ago and also I wanted to know if watering them 30MINS before lights out was a good idea , or if it would cors some disease issues .... any help on the question would be greatly appreciated

Plants do most of their drinking in the daytime, so there's occasional quirks about watering before dark.
Foliar has nothing to do with watering, only feeding. If you fed 12 hours earlier, I wouldn't foliar feed anything strong, but you can. That's when the burn risk is highest.
I go by "water in the morning, spray in the evening"

There is also an old rule of thumb about spraying. Don't do it if the Humidity and Temp added together is more than 170. Here is some pretty good info on the subject.
