Is this sprout to small? (pic)

Ia this sprout too small to put under a 400watt md. I would start 30" away from tops then work my way down. There will be a fan blowing on these and I have a humidifier running. OK ventilation, 50 cfm bathroom fan. Small I know. But I think it will work. Any help?

I dont use mh lights, but it looks like it need a little more time.
