yes , it is . If you stay with a 400W , you can go get your bulbs at Lowes or Home Depot . Don't let anyone tell you that you can't grow with those bulbs . They work just fine for getting started . Yes , there are better bulbs to use , but I would wait until you dial yourself in before you spend a wad of money.
