Is this powdery mildew?

I assume this is powdery mildew. The reason i question it is because everything i see about powdery mildew talks about it being on the leaves. This only shows up on the branches, mostly towards the bottom of the plant. Been going on for a few months though.

I was having some problems with bugs early on. Sprayed neem oil to deal with them and it seemed to start after i started spraying. Now at 3-4 weeks into flower i dont want to spray anything nasty on the plants. Mostly i have just been wiping it off with a paper towel daily. last few days i have tried a hydrogen peroxide and water mix which doesnt seem to help.

Weird thing is, a friend of mine took a few plants from me a couple months back. Those ones had the mold growing on them already. He just wiped it off and planted them in the ground. The mold never returned after that.

RH here is usually in the 15-20% range. Some days it will get up to 30-35% at most. Temps have been over 90 for most of the summer with a lot of 100+ days. Plants are in 15 gallon smart pots. i water every other day with 2 gallons each. if i try to go one more day they will be drooping bad by mid day. So i dont think im over watering.

Probably going to order some green cure today. Also considering the milk/water mix. So is this just normal mold or powdery mildew?

That photo sure does look like what i have.



This was my original thought. i do have some leaf hoppers on the plants and i have seen them chilling on top of the white stuff. There is some small spiders as well.
Spiders or spider mites? I have spiders in my flower tent but no webs. They hunt and leave.

There's also no other bugs.
