Is This Kit A Full Light? +1 rep

Hello, I get paid tomorrow and need to buy a new light for my plants.
I am on a tight budget and was wondering if this setup includes everything I need for the light...
It is an ebay auction, and seems to be a full system but I want to be sure.

It comes with everything but a reflector, which you will probably want unless you're doing a vertical grow.

I don't need a reflector, I am using a box lined with a space blanket.
Thanks though, knowing it has a full light is great.
