Is this flowering yet?

I can't tell whether my plants are flowering yet. Need some opinions.
I would be a bit surprised if it was already as the outdoor sunlight in England at the moment is roundabout 13hours per day. Could it just be lots of pre-flowers?

oiutdoor plants don't need a 12/12 to flower.. That's just a ratio thats inside growers use that works
 
She's been going since May actually, so pretty old. About 5'4 at the moment.
The strain is Misty from Nirvana Seeds, it is such an easy grow which is why I chose these particular seeds. (and for their 17.5-20% THC content!!:fire:)
