Is this enough to light for a 2x2x7 high area

Would this 300w full spectrum led panel be enough to grow 1-2 plants I can't post a link but on eBay.ca if you search

From what I could decipher, it looks like it uses about 125W of power. At best, I'd suggest that it could illuminate about 2.5 sq ft of floor space. Should be enough to cover a single small plant. Just realize that this is a throw away fixture. It may last long enough to get a harvest out of it but I wouldn't expect much.

What would you suggest for a low budget I have about 80$ and already have a 45 w panel

If that's your budget, it'll do. Just be aware it's disposable.
A couple of simple bubble bucket DWC plants can be done in about a 2x3 area. 6 sq ft of area needs 180-200 watts of efficient diodes. Using older tech diodes like the fixture you're looking at needs approx. 300 watts to produce the same light level.
