Is this damping off ?

Hi people! this is my 1st time grow and the seedling is coming up to 3 days old.

The base of the stem looks like it has a pinch in it and looks like rot ?
From the info i have been reading on here i think i watered it too much,i've had it under a 20w cfl and out in the garden when the sun has come out, no fans on it.

Any help or advice is greatly appreciated!
 
Took another photo today and slightly exposed more of the root i think it looks healthier under soil.

Anyone know what the deformed bit of stem is ?
 
Don't worry, it looks totally normal. Just cover the white rooty parts back up exactly like you had it. That plant looks pretty healthy and you shouldn't change anything. Taproot is going straight down too which is good. It will thicken up at the base over time.

Its funky, thats what it is. Damping off happens when you have wayy too much water in your soil. That girls at a fragile part of her life right now. Your soil has absoulutly no pearlite in it and frankly looks like ground up cow turds. Id say dont drown her and hope for the best. It doesnt look like it will kill it if you dont over water. Get some better dirt when you go to transplant and add some drainage material like pearlite to it. She should be just fine.
 
Thanks for the replies guys,and lol ninja bowler the dirt is westlands with added ji i guess some people will say thats as good as cows turd :),i will get some pearlite and does anyone recomend a good soil to use ?
I live in the uk and the young one is a dinafem moby dick auto if that helps.
