Is this classic bud rot?

One of my outdoors growers in Carlsbad has some plants with this stuff on them. Is this bud rot? Any idea how this can be cured or prevented? Since it has been continually cloudy and humid in C'bad, I'm thinking its the culprit.

Some of these plants are a probably 1-2 ft. away from a wall. Is that too close and will that increase humidity? Some of the plants are under a balcony, getting partial sunlight. Any idea how that location effects humidity? Thanks.

Its the fog, you are too close to the ocean. You need to inspect these plants every single day and cut it at the first sign of rot.
 
If only some of the buds on one plant have bud rot, would it be best to cut it off or leave it? Should the entire plant be harvested early?

Right now, I'm concluding either accidentally spraying the buds or air humidity is the culprit. I wish I knew which one because one is controllable and the other isn't (although I've encouraged the grower to get humidity readings all over his estate, for several days, at several times of the day/night in order to see what's going on there).
