Is this ballist and light setup suitable for growing a plant?

if its not im looking for something cheap and efficient so if you have any suggestions that would be great.
All im looking for is something small in fact i'm happy with one plant.

Doesnt a 150w hps with ballast use alot more electricity wise than a 125w cfl?

True, but the money he saves by not paying a dealer for more when he runs out of the budz from the cfl grow, will make up the difference.
